Participation and consultation

The strategy participation and consultation aim is to stimulate the residents’ interest in participating in the development of a sustainable city. Research, knowledge development and lessons learnt are important prerequisites in order to solve complex challenges and increase knowledge. 

Various public activities are organised for residents and visitors to generate interest and commitment for Stockholm Royal Seaport. Activities include the sun deck in Kolkajen, planter boxes, city walks and an Open House, which gave visitors the opportunity to see what happens inside the construction site at Gasverket. In addition, a spring market which also featured a flea market and the children’s activity the Sustainable Kids’ Forum, has also been arranged. Current information about Stockholm Royal Seaport is regularly communicated through newsletters and via the urban development project’s Facebook page. See key numbers in table 5.1.

Capacity building 

Education and exchange of experience is important in order to create common frames for the urban development project. Capacity building is achieved through a Capacity building programme, Forum for sustainable solutions and an introduction programme which is aimed towards everyone who will be working at the construction sites for the project.

Working environment and safety

Stockholm Royal Seaport is home to many Stockholm residents. At the same time, it’s a complex construction site with many construction companies, developers, contractors and other work professionals. Parallel with construction activities, more residents are moving in and various businesses are established. It is crucial that everyone cooperates in a safe and secure manner in a limited amount of space. The urban development project has a work environment vision which includes zero occupational accidents and incidents.

In order to create safe and secure construction sites, Stockholm Royal Seaport together with construction companies and developers, conduct a number of preventive activities. Everyone who visits the construction site is included in the safety work, including the public, with special focus on pedestrians and cyclists who move about in the area. The project assesses risks, informs about logistics and site establishments, conducts in-depth building start-up meetings, and  regular fire safety and safety rounds. The urban development project works in close collaboration with the police and fire department in order to prevent incidents and ensure an efficient alarm and incident procedure.

For efficient incident reporting the project uses the mobile app Buildsafe. The number of reported incidents have increased greatly for 2017 and 2018 compared to previous years. It is likely there has been a large number of unrecorded incidents in previous years, the attitude towards reporting incidents has become more positive. This increases the possibilities for working with preventive measures at an early stage.

Since the production start of the project, Stockholm Royal Seaport has had few workplace-related accidents which result in work absences. In 2018, however, the project had its first fatal accident which occurred by a building contractor’s sub-contractor. The sub-contractor immediately called production stop and informed everyone at the construction site of the accident. An extensive investigation to identify the cause of the accident was conducted. The contractor’s site organisation was strengthened, an in-depth analysis of risks was conducted and additional measures for safety and workplace environment were taken.

During 2018 there was a serious bicycle accident connected with construction transportation. Speed-reducing measures were implemented immediately after the accident. All construction transports were informed to pay extra attention at the location in question. Additional measures have been taken after an evaluation, including the establishment of shutdowns in order to control construction traffic. The urban development project is conducting pedestrian and bicycle tours in order to identify risk areas, with the aim to create safe crossings for construction vehicles and pedestrian/bicycle traffic.

Employee survey

The City of Stockholm annually conducts an employee survey, AMI, Aktivt MedskapandeIndex (Active Co-creation Index). This is an index for motivation, guidance and leadership. The 2018, AMI-result for Stockholm Royal Seaport was unchanged compared to the previous year. The result is somewhat higher than for other comparable city development projects within the Development Administration.

A large number of surveyed employees believe that Stockholm Royal Seaport framework for development  also supports that business and competency improvements are developed. At the same time, the results showed that the workplace situation had deteriorated compared to previous years, this is due to a higher workload. As a result, a plan of action has been developed during 2018 with extensive goals, routines and information.
